For various reasons, evaluation of the learning inside virtual heritage environments has been relatively context-free, not designed for user understanding of other cultures. Technology can overwhelm the content, especially when the knowledge driving the virtual simulation is incomplete, complex, or contradictory; and the continual need for research funding can actually impede research rather than develop it. If virtual heritage has as its aim to educate and engage the general public on the culture of the original site, cultural artifacts, oral traditions, and artworks, then the field needs to advance not only in technological advances but also in philosophical and creative ways, especially in regards to the issues of realism, interaction, evaluation, and ownership.
